Customer Need
Sharing reports for custom report types should function in the same way that standard report types do. 

Solution / How To Configure
Remove the role hierarchy dependency and allow un-drilled reports to just use sharing settings to determine visibility.

Use Case
Organizations don’t want the reports created from custom report types to drill to the running users role by default.
